Job Description

The City of Winnipeg is seeking a diligent and professional Public Revenue Collection Agent to join our Finance Department. In this critical role, you will be responsible for the effective and ethical collection of outstanding municipal revenues, ensuring compliance with city bylaws and provincial regulations. This position requires strong communication skills, an analytical mind, and a commitment to public service. You will interact with citizens and businesses to resolve payment issues, establish payment plans, and provide clear information regarding obligations. Key Responsibilities

  • Manage a portfolio of delinquent accounts, conducting investigations and analysis to determine appropriate collection strategies.
  • Communicate effectively with individuals and businesses via phone, mail, and email to negotiate payment arrangements and resolve outstanding balances.
  • Process payments, adjust accounts, and maintain accurate collection records in accordance with established policies and procedures.
  • Provide clear and concise information to taxpayers regarding their obligations, payment options, and city revenue policies.
  • Collaborate with legal teams and other departments when escalated collection actions are required.
  • Adhere to all relevant municipal bylaws, provincial legislation, and ethical collection practices.
  • Prepare reports on collection activities and account status as required by management.

Required Skills

  • Minimum 2 years of experience in collections, accounting, customer service, or a related financial field.
  • Proven ability to manage challenging conversations and negotiate effectively.
  • Strong analytical and problem-solving skills with attention to detail.
  • Excellent verbal and written communication skills in English.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
  • Ability to work independently and as part of a team in a fast-paced environment.
  • Demonstrated understanding of ethical collection practices.

Preferred Qualifications

  • Post-secondary education in Business Administration, Accounting, Finance, or a related discipline.
  • Experience with municipal or government revenue collection systems.
  • Knowledge of Manitoba's municipal bylaws and provincial regulations pertaining to revenue collection.
  • Bilingualism (English/French) would be considered an asset.
